A bipartisan group of four U.S. senators, led by majority leader Chuck Schumer, have called for at least $32B in Congress spending on artificial intelligence over the next three years to “harness the opportunities and address the risks” associated with the technology. The group of two Democrats and two Republican senators said the U.S. needs to build a consensus and address the matter, especially with countries like China investing heavily in its development. They published a joint report outlining broad policy recommendations. The report recommends "emergency" spending legislation to boost U.S. AI investments, particularly in new R&D and testing standards. It also recommends new requirements for transparency in AI products studies into their potential impact on the U.S. workforce. The group was convened a year ago by senator and majority leader Chuck Schumer, and includes senators Martin Heinrich of New Mexico, Todd Young of Indiana and Mike Rounds of South Dakota. The report is a result of engagements with technology companies and other stakeholders, including eight forums that saw participation from Tesla’s (TSLA) Elon Musk, Meta’s (META) Mark Zuckerberg, former Microsoft (MSFT) CEO Bill Gates and Google (GOOGL) (GOOG) CEO Sundar Pichai. The senators are pitching their recommendations to Senate committees, which will then review them. The Senate Rules Committee is already moving forward with legislation, voting on Wednesday on three bills that would ban deceptive AI content in federal elections, require AI disclaimers on political ads and create voluntary guidelines for state election offices that oversee candidates.
