The future of three key crypto regulation bills hung in the balance late Wednesday after conservative House Republicans twice blocked progress. Fresh opposition arose from a new faction of Republicans upset by last-minute amendments aimed at placating the original dissenters. By early evening, more than six Republicans joined all Democrats in voting against moving forward with the bills in their current forms.
House Speaker Mike Johnson can afford to lose only a few Republican votes to pass these measures along party lines. The ongoing deadlock casts doubt on whether the Republican conference can reconcile internal differences to advance legislation that otherwise enjoys broad support. It also raises questions about the scope of President Donald Trump’s influence, as his recent efforts to unify holdouts yielded limited results.
On Tuesday night, Trump met with a dozen conservative Republicans, claiming afterward that all agreed to support the rules necessary for debate. However, Wednesday’s standoff included opposition from lawmakers who helped write the bills, including members of the Committee on Financial Services. These lawmakers objected to last-minute changes such as the merger of two bills into one.
The legislation under consideration includes the GENIUS Act, already passed by the Senate, and two House bills: the CLARITY Act and a measure banning the Federal Reserve from issuing a central bank digital currency. Negotiations continue, with Republican leaders exploring alternative strategies like appending the central bank digital currency ban to an unrelated must-pass bill, signaling ongoing uncertainty about the fate of crypto regulatory reform.
